Overview of relief measures

1. SUBSIDIZING CONTRIBUTIONS FOR EMPLOYEES' INSURANCE

Eligible business entities are entitled to BAM 244.85 for mandatory social security contributions per month for each employee, as of April 2020. Contributions cover: pension, health and unemployment insurance. Business entities with a turnover drop in the amount of 20 per cent or higher in comparison to the turnover for the same month in 2019 will be eligible to receive the subsidy.

2. SUSPENSION OF DEFAULT INTEREST TO ALL PUBLIC REVENUES

Default interest for public revenues shall not be calculated and collected during the state of emergency, plus 60 days after the termination of the state of emergency. This shall be also applicable for the duration of procedure of forced collection of public revenues.

3. TERMINATION OF CORPORATE TAX ADVANCE PAYMENTS

Business entities qualifying for the subsidies for contributions shall not be obliged to pay corporate tax advance payments.

4. TERMINATION OF PERSONAL INCOME TAX ADVANCE PAYMENTS

Entrepreneurs qualifying for contribution subsidies shall not be obliged to pay personal income tax advance payments for the year 2020.

5. INTERRUPTION OF STATUTES OF LIMITATION

Statutes of limitation for assessment, collection and return of tax pursuant to the regulations of the Federal Tax Authority and statutes of limitation regulated by the corporate income tax regulations shall be interrupted as of the state of emergency declaration date. Statutes of limitations shall start running again 30 days following the termination of the state of emergency.

6. MORATORIUM & SUSPENSION OF FORCED COLLECTION

Calculation of default interest for late payments in creditor-debtor relations shall be interrupted, starting March 1, 2020, until the expiration of 30 days following the termination of the state of emergency.
Forced collection shall also be suspended until the day following the expiration of the state of emergency, and the expiration of 30 days following the termination of the state of emergency.

7. MAINTAINING THE STABILITY OF SOME OF THE PAYMENTS

In order to maintain the stability of social payments, missing funds shall be generated through savings in the 2020 budget of the Federation of Bosnia and Herzegovina.

8. SUSPENSION OF THE APPLICATION OF REGULATIONS

During the state of emergency and 180 days thereafter, all Federation of Bosnia and Herzegovina's regulations on the intended use of funds shall not be applicable. Repurposed funds may only be used for mitigating health, economic and social consequences of the state of emergency.

9. GUARANTEE FUND

A Guarantee Fund shall be established with the initial amount of BAM 80 million. Development Bank of the Federation of Bosnia and Herzegovina shall issue guarantees.

10. MANDATORY HEALTH INSURANCE

All citizens of the Federation of Bosnia and Herzegovina shall have mandatory health insurance during the state of emergency and 30 days thereafter.
